Well, there is no price ceiling or any other standard, which can establish a base to determine the pay for a ghostwriter, experience or inexperienced. Therefore, the only technique is to search for a good, skilled person with affordable rates. 
Look for a Professional Ghostwriter : I will not definitely recommend running after years of experience all the time because a newbie sometimes will have more potential than others. Look out for that potential using the tips above.
Pay should be Moderate: A newbie will never ask for more. Most of the times it will be next to nothing. In such cases, you might consider paying a ghostwriter a little more than the small bid put forward by him just to get his first job. It is influential because the writer would then happily provide you with 200 percent quality, show professionalism and go an extra mile for you.
